William V. Looney, Jr. is Vice President, Head of Index Options Strategy within the Markets Division for Cboe Global Markets, Inc. (Cboe).
In this role, Mr. Looney leads the development and implementation of strategy for Cboe’s Global Index Options product suite, including S&P 500 (SPX) options, Cboe Volatility Index (VIX)options, Russell 2000 (RUT) options and MSCI options. His responsibilities include product prioritization, strategic analysis, revenue capture and fee schedule development. Additionally, he is actively engaged with Cboe’s global end-user customer base to help drive education, advancement and usage of Cboe’s proprietary products. Mr. Looney also ensures that effective communication and collaboration occurs among the various internal lines of business and product support.
Prior to Cboe’s acquisition of Bats Global Markets in 2017, Mr. Looney was the head of Cboe’s New York business,serving as the lead account manager for all major banks in New York. Under Mr. Looney, the New York team was responsible for maintaining and further building client relations, promoting new product launches and spearheading the development of markets for those new products.
Mr. Looney previously served as Director, Institutional Business Development for Cboe, acting in a sales and marketing capacity to the company’s global buy-side institutional customer base.
Before joining Cboe, Mr. Looney spent 10 years as an institutional equity derivatives sales trader, holding posts at Citigroup, Credit Suisse and Sanford C. Bernstein. His account base included hedge funds, mutual funds and asset managers that focused on directional long/short, event-driven, and risk arbitrage trading strategies. In that role,he was responsible for handling all aspects of the institutional customers trading process; including advising on derivative strategy, designing risk management,generating capital commitment price discovery, and facilitation trading.
Prior to his institutional focus,Mr. Looney worked at Salomon Smith Barney, first in fixed income sales and trading, with a product focus on U.S. treasuries, agencies and mortgage backed securities; and later, as a derivatives strategist and structured products salesman, where he advised customers on equity derivatives trading strategies for their portfolios. He also was responsible for the West Coast sales effort for equity and index linked structured products.
Mr. Looney graduated with honors from George Mason University School of Business with a B.S. in finance and a minor in economics. While there, he was an NCAA Division I scholarship athlete on the Men’s Golf team. Mr. Looney remains an avid competitive amateur golfer and is an FAA licensed private pilot.
