In her role, Ms. Shemie serves as Chief Legal Officer of each of Cboe’s foreign exchange trading venues - Cboe FX Markets, Cboe’s spot FX electronic communications network, and Cboe SEF, its CFTC-regulated swap execution facility - and advises on all matters relating to foreign exchange,including related CFTC regulation. She supports Cboe SEF and its affiliate, Cboe Futures Exchange (“CFE”), from a corporate governance perspective, and presents to the members of the Board of Directors and Regulatory Oversight Committee meetings of each entity on regulatory and market structure developments.
Ms. Shemie engages with the CFTC and other regulators on discussions concerning new products and other developments relating to Cboe’s foreign exchange, futures, securities and options exchanges, and engages with regulators in foreign jurisdictions regarding their international activities. She frequently assumes a leading role in the strategic development of Cboe’s various markets.
Ms. Shemie serves as counsel to Cboe’s Chief Risk Officer and to the Risk Committee of Cboe’s Board of Directors by advising on matters relating to data privacy and cyber security, and leads the Legal Division’s cybersecurity and privacy practice group.
Ms. Shemie was responsible for the creation of, and serves as Chair of, the Cboe Women’s Initiative, a company-wide global effort to harness the ideas and energy of Cboe’s women and allies to drive meaning change within the company on such issues as diversity, mentorship, recruiting, talent management and career development, which initiative is sponsored by the company’s Chief Financial Officer.
Ms. Shemie serves as a thought leader in the broader foreign exchange and derivatives industries. She is Cboe’s representative on the Financial Markets Lawyers Group, an industry group comprising senior lawyers of FX market participants which meets under the auspices of the New York Federal Reserve Bank. In addition, she was appointed to serve as Co-Chair of the Market Structure Subcommittee of the CFTC’s Market Risk Advisory Committee, sponsored by Commissioner Rostin Behnam. She was also a past Chair of the Foreign Exchange Professionals Association, an industry group representing the collective interests of professional FX market participants, and serves on working groups of the Global Foreign Exchange Committee, which is responsible for the continued development of the FX Global Code.
Prior to assuming her current role, Ms. Shemie spent ten years with JP Morgan in its derivatives practice group, serving as an Executive Director and Assistant General Counsel. There,she served as a principal foreign exchange and derivatives lawyer supporting JP Morgan’s Corporate and Investment Bank, and was responsible for the bank’s implementation of the Dodd-Frank Act as it related to the firm’s foreign exchange businesses. Ms. Shemie led a team of lawyers and documentation specialists responsible for the negotiation of all of the master derivatives, clearing, futures, repo and securities lending documentation relating to JP Morgan’s relationships with its clients in the Americas, and she led New York based legal advice for the bank’s emerging markets clients, supporting the bank’s derivatives businesses in Latin America.
Ms. Shemie holds a B.C.L. and LL. B. from McGill University in Montreal, Canada. She is admitted to the New York State Bar and the Barreau du Québec. She speaks French, Italian and Portuguese fluently.
